Paraguay's Tax System: Why is it a legal tax haven for foreigners?

At Romero Nagy & Associates, we receive clients daily from all over the world—from Europe to the Americas—who share a common concern: the suffocating tax burden in their home countries. Many seek not only a place to live, but a legal haven where their wealth can grow without being devoured by excessive taxes.

Paraguay presents itself today as the most robust solution in the region. It is not an opaque tax haven, but a transparent economy with a tax system designed to reward those who work, invest, and start businesses. In this article, we explain why our system is unique in the world.

The famous "10-10-10" scheme

Simplicity is the Paraguayan system’s greatest strength. While tax laws in other countries are indecipherable labyrinths, here in Paraguay we operate under a structure we call the “triple ten,” which simplifies financial planning for any family or business we advise:

  • 10% VAT (Value Added Tax): This is a highly competitive tax applied to consumption and services. Additionally, there are differentiated rates of 5% for basic food items and certain pharmaceutical products.
  • 10% Corporate Income Tax: If you decide to start a business with our assistance, you should know that Paraguay only taxes net profits at 10%. This is one of the lowest corporate tax rates in all of Latin America.
  • 10% Personal Income Tax: This tax applies to income generated within the national territory. The most interesting thing is that the system allows you to deduct a large number of personal and family expenses, which reduces the taxable base in a legal and efficient way.

The Principle of Territoriality: The "Holy Grail" for Digital Nomads

This is undoubtedly the point we emphasize most in our consultations at Romero Nagy & Associates. Unlike countries with “worldwide” tax systems (where you pay taxes on what you earn anywhere in the world), Paraguay applies the Territoriality Principle.

What does this mean for you? It means that Paraguay only taxes income generated within its borders. If you are a digital nomad, international consultant, or investor receiving dividends or salaries from Europe, the United States, or any other country, that income is not subject to income tax in Paraguay.

This makes our country the ideal destination for those with global businesses who wish to establish their base of operations in a place with a high quality of life and no taxation on their foreign income.

Legal Security and Compliance

At our firm, we are always transparent: the low tax burden comes with a responsibility to comply. Paraguay has strengthened its transparency controls and anti-money laundering measures. Therefore, at Romero Nagy & Associates, we not only show you the advantages, but we also help you structure your finances so that your residency and savings are always protected within the framework of the law.

We want your transition to Paraguay to be seamless. We understand that protecting your assets is protecting your family’s future.
